Premier Mike Baird will unveil the NSW Liberal party's key election slogans, Keep NSW Working, and Back Baird, on Sunday.

Four weeks out from the March 28 election, Premier Mike Baird will address a rally of the Liberal faithful in the Labor-held seat of Miranda, seeking to draw attention away from Labor's early campaign launch in Campbelltown on the same day.

Liberal election advertising will kick off this week, as Labor unleashes positive television commercials about Opposition leader Luke Foley, and a barrage of attack ads on electricity privatisation.

Mr Baird will release an update to the government's Rebuilding NSW strategy that identifies over 100 suburbs set to benefit from specific road upgrades, new high schools and arts funding, based on $20 billion in funds anticipated from the partial privatisation of the electricity network.

"This election is about two visions for NSW – one that looks backwards; versus one that opens out into brave new possibilities for our state," he is expected to say on Sunday.

Mr Baird will differentiate his government, almost a year old, from former premier Barry O'Farrell, who led the Liberals to victory in 2011 but was then criticised for doing little in office.

"I pledged there would be no 'small target' politics from me – that, when the election rolled around, I would give people a reason to vote for us beyond the simple fact that we are not tired old discredited NSW Labor," he will tell supporters.

The Liberal and National government would point to its record in economic management, restoring the budget, and rollout of the Opal Card, as well as its ambitious infrastructure plan.

The Liberals on Saturday pledged an extra $480 million for the upgrade of Westmead Hospital, a week after Labor promised the hospital $430 million.

In a departure from the Liberal campaign script to date, that election promises for infrastructure would only be delivered if the electricity network was privatised, Health Minister Jillian Skinner said the Westmead Hospital funding wasn't dependent on a poles and wires sale.

Ms Skinner said $5 billion will be spent on hospital capital works in NSW if the Baird government was re-elected for a second term.

Miranda is held by Labor, but the second retirement of sitting MP Barry Collier is seen as a chance for the Liberals to recapture the seat won in 2011 by former Liberal sports minister Graham Annesley.

Mr Annesley quit parliament in 2013, triggering a by-election that was won by Mr Collier with a historic 26 per cent swing against the O'Farrell government.

As the NSW election campaign gears up this week, activist group Get Up will send 300 volunteers into Mr Baird's electorate of Manly on Sunday to door knock and conduct a "community survey" on coal seam gas mining.

Get Up campaign director Paul Oosting said the campaign against CSG was "a genuine grassroots movement that cuts across the political divide".

"This is not just an issue for country people in regional seats. People in Mike Baird's electorate are deeply concerned about it," he said.

A national protest by unions against the federal government will see unionists massing outside NSW Parliament house on Wednesday.

A planned strike by NSW electricity workers has been suspended by the Fair Work Commission on the grounds of public safety.

Eighteen unions have registered to campaign in the NSW election, each with large war chests to spend on advertising. Mr Baird has criticised what he said were misleading ads from the unions about health.
