Parents of school students in Walgett - even those who live next door to the public high and primary schools - have been given $7800 tickets out of town to underwrite the cost of sending their children to better schools.

According to the Isolated Children's and Parents' Association (ICPA NSW), a special exemption or "bypass" was granted last week to any family with a Walgett address. That means the usual requirement - that parents live more than 56 kilometres  from the nearest public primary or secondary school - to receive the Isolated Children's Allowance has been waived.

Waivers are usually provided on a case-by-case basis to parents who can demonstrate that their children will "suffer serious educational disadvantage" at a local school.

It is understood Walgett's bypass recognises concerns among parents about continuing violence, attendance and poor academic results at the school, which has made headlines over the past few months. More than two-thirds of Walgett's teens attend high school elsewhere, and more are considering leaving.

The waiver will also help primary school parents who were told this week that the NSW Education Department was considering relocating most of the students of the town's high school - where repeated fights have taken place - to the primary school while $7 million in capital improvements take place.

The bypass applies to students aged 16 years and under, ICPA NSW was told. It is understood that it will be backdated until the beginning of this year, and will be provided until the end of the 2016 school year when capital improvements to the high school are expected to have been completed.

Parents of children at the primary school - which has been making significant improvements - were alarmed to hear this week that years 7 to 10 of Walgett's high school students would be relocated to demountables on the primary school campus.

Parents of primary school pupils say they are considering abandoning the school, and have demanded a meeting with Education Department head Michele Bruniges.

"They are now bringing the violence, the language, the disrespect of high school students on to our site," said Scott Wickman, a primary school parent who met the acting principal of the high school, Annette Thomson, on Friday morning.

"What do we do about toilets? I am not happy with 15-year-olds in the vicinity of my five-and-a-half-year-old daughter in the bathrooms," he said.

"If they can't guarantee my daughter's safety, we will have to pull her out. It's not worth the risk. I don't want to do that because it is a great little school, but they are giving me little choice."

A department spokesman said a range of options were being assessed for co-locating students and a decision would not be made until community feedback had been considered.

Only two other places in NSW receive this bypass: they are The Rock, a tiny town in the Riverina,  and Lord Howe Island, 700 kilometres from Sydney.

Kate Treweeke, the NSW president of the ICPA, said the organisation had been lobbying for the exemption for 15 years.

Late last week, the organisation was pleasantly surprised to hear a temporary bypass had been granted to parents at the school.

"We want to change the criteria to be more realistic to suit the surrounding families of that town," Mrs Treweeke said.

She said it would take some pressure off families in Walgett. The remote town, 650 kilometres from Sydney, is going through what many say is the worst drought in 100 years.

Walgett parents had requested the exemption because they weren't happy with the school and its limited range of subject choices. Local parents who requested a waiver and were refused earlier this year have been advised to reapply, and the payments would be backdated to the beginning of the school year.

On Tuesday,  Ms Bruniges outlined a range of improvements to the high school. This included virtual links to other schools so local students could study subjects such as physics that weren't provided at the school.

The Assistance for Isolated Children Scheme is managed by the Department of Human Services, and Centrelink administers the scheme.
