In front of a large gallery, councillors elected Graeme Miller to the top position, a move that surprised many of the on-lookers.
The two Millers were the only councillors seeking election for mayor, with Graeme winning out despite Phyllis being the first person elected to the council.
In the race for the deputy mayor position, Grant Clifton defeated Jeff Nicholson for the post.
In taking over as chair of the meeting once the elections had been held, Cr Graeme Miller was pleased to be announced mayor.
“This is a great privilege which I will treat with 100 per cent respect,” Cr Miller said.
“My job for the next two years is to engage all councillors to make sure they are very busy.
“There is nothing worse for a council than a councillor doing nothing.
“I would like to thank everyone for their support during the last few weeks,” he said.
The elections were held after councillors took their oath.
