Councillors at their June meeting gave formal approval to the budget, with the biggest expenditure the $3.2 million project to grow the cattleyards at the Central West Livestock Exchange by March 2019.
The expansion will lift throughput from 1800 to 2600 cattle a day, a Council spokesperson said, or up to 105,000 head a year.
There was also $2.2 million for a waste disposal depot and $1.9 million worth of development at the Homemaker Centre.
The only changes to the operational plan that was displayed were to add two items requested in submissions, an automated watering system for irrigation at the Forbes Sports and Recreation Club; and a utility vehicle and top dresser for the Forbes Golfers Association.
New rates, fees and charges come into effect with the start of the financial year.
These largely increased in line with rate pegging and the Consumer Price Index and were approved as displayed for community comment in May and June with the exception of the statutory Companion Animals fees released by the Office of Local Government.
