Community Gardens publicity officer Heather Moore said the competition attracted a fantastic 25 entries, which were displayed anonymously and judged by public vote.
There were scarecrows stuffed with hay and others made of garden pots, some fresh from the garden and others hanging out by the beach.
It made for a brilliant display on a day that also boasted perfect weather.
More than 100 votes were received, with an estimated 150 people visiting the gardens for the open day.
The winners were:
Best Scarecrow Open Category Nicole Patten, runner up Tom Maitland.
Best Scarecrow Junior Category Forbes Out of School Care, runner up Forbes North Public School 3/4D.
Best Scarecrow Community Group Category Jemalong Residential Village, runner up Lachlan House with No Steps.
