Forbes Shire Council's draft budget, fees and charges for 2019-2020 are now on exhibition for community comment.

In a report to last Thursday's council meeting, staff explained the draft budget includes rises in rates for water and waste to fund upgrades and expansions.
Water consumption charges will rise to $1.40 per kilolitre under the draft budget - up from $1.23 - with the increase "to fund major capital upgrades in the near future".
"This figure is still considerably lower than water consumption charges for neighbouring councils that range from $1.90 to $3.21 per kilolitre," the report says.
The council has already received a $300,000 commitment from the State Government to look at the future of the town's water treatment plant.
Waste charges will increase between 4.3 and 5.9 per cent "to help fund the waste expansion project over the coming four years". This year's budget includes $1.46 million for the tip expansion.
The council has an $11.736 million capital expenditure program for the year, major projects include:
- $1.1 million for the Seven Sisters Bridge (co-funded by the Federal Government)
- $2.2 million for gravel re-sheeting and reseals
- $1.46 million for tip expansion
- $1.85 million for water fund projects
- $1.12 million for sewer fund projects
The council is forecasting an $886,000 operating surplus, using $3.7 million of its cash reserves to complete major capital programs.
General rates will go up 2.7 per cent in line with the Independent Pricing and Regulatory Tribunal's 2019 rate peg.
