The Forbes High School student was chosen by a panel of three judges out of a field of six students from Forbes and Parkes.
The Lions Youth of the Year Quest is designed to encourage, foster and develop leadership and other citizenship qualities in youth when they are about to enter the fields of employment or higher education.
Each of the six participants submitted an application detailing Initiatives and involvement with activities inside and out of school and academic achievements.
They were then interviewed by three judges, answered two impromptu questions and presented a prepared speech.
This year, the two impromptu questions sought the participants opinions on the contributing factors to disadvantaged youths in Forbes and on drug testing at music festivals.
After the presentations, the judges retired to assess the candidates' presentations.
Red Bend Catholic College's Maisy Osborne was announced the winner of the public speaking contest, while Tom Boyd won the overall local Youth of the Year.
Tom now advances on to the Zone Finals early next year.
