More consultation with the service groups and neighbours was needed on some of the concepts for the two well-used areas, councillors decided in their deliberations at last Thursday's December council meeting.
The beach that was flagged in draft plans was more clearly defined as a launch place for passive craft after councillors expressed concerns about people swimming in the lake.
Councillors also asked whether that would be better located in Lions Park, which has better vehicle access than Rotary Park, but that is one of the aspects of the plan that is still to be finalised.
The council released proposed plans to the public for comment in September.
They received 20 formal submissions, the report to council says, in addition to feedback through social media and lake-side events.
Plans were also subject to a flood study.
The installation of solar light bollards along the walkways this year has already been well received.
Future plans include: a rotunda for Lions park; a dog park, to be located to parkland adjacent to the ski dam; and a youth zone.
Consultation is to continue on designs for the walk of honour, poets corner and recognition of Rotary's contribution to our community.
No mow and wetlands edge plantings are planned for much of the lake, with the exception of the camping area, and the elevated path at Johnny Woods Crossing will be removed.
The plan allows scope for a designated fishing area with signage and completion of the BMX circuit with spectator facilities and trees for shade.
Picnic areas with water bubblers, a nature-based playground and even a sensory garden are flagged as opportunities.
Lights to make a night time feature of the water jets are one inclusion and more trees, bins, seating and signage are planned.
The Lake Activation Plan is a 20-year vision, Mayor Phyllis Miller OAM said.
It will be developed and rolled out in stages as prioritised by the council and as funding becomes available in future.
What we do have, Mayor Miller says, is consensus that there will be a focus on making sure the beautiful Lake Forbes remains a focal point for the community and visitors alike.
