Cr Graeme Miller said he was concerned by the length of time it has taken - the council approved the purchase of the block of land on Wyndham Avenue in April last year.
"Is it time to have a look at the site ... and get this thing going?" he asked at the September council meeting.
"I think it's something we should look at and move ASAP."
The report from council staff says it's not uncommon for Crown Land acquisition to take time, but that COVID-19 has played a part in the delays in this case.
"The COVID-19 pandemic has caused a delay in the processing of this acquisition and as a result the council has been asked to resubmit," the report says.
"There have been some considerations around giving access to LLS to flow through the site to travel between travelling stock reserves that flow through that area out to east Forbes.
"Council also awaits legal advice on the ramifications of Native Title legislation on this transaction and how much compensation may be required.
"Council is now in discussions with Office of Local Government and the Crown Lands Acquisition team looking to ways to expedite this process and have it all finalised in the next year," the report added.
The staff report says they have applied "band aid" solutions at the old pound site on the Newell Highway to buy extra time to sort out the new site.
"Most recent of these improvements have been commencing the installation of new one way locks for the drop off cages to ensure the animals cannot escape or be released other than by the pound keeper," the report said.
"Also, given the impending hot weather upgraded arrangements are to be made to ensure each cage has suitable fresh water for the animals.
"Further, signs for the front of the cages are to be developed which will inform the public of the correct process to drop off an animal."
Site plans and base designs for a new pound on the Wyndham Avenue site have been prepared by council's major projects team in consultation with rangers.
Cr Miller said the current site of the pound was no longer suitable, given new developing including a truck rest stop in the area.
A majority of councillors support a motion to "continue to look at new pound on this site but in parallel look at other new sites that are appropriate that may be easier."
