Councillors at their August meeting asked for an update on the project, and whether the volunteer management committee of the facility was being kept up to date.
Mayor Phyllis Miller said weather and Covid restrictions had not been favourable for bringing heated pool committee members together to see the progress.
The original brick building around the pool, built in the 1960s with funds raised by the community, has been removed and a new structure is to be built around it.
Council general manager Steve Loane added that major milestones had not been achieved because of a lack of supply of materials.
"The building industry is struggling, they're well behind with the supply of steel," he said.
"If you've been there recently you'll have seen that a lot of the reinforcement steel is there but a lot of hte other add-ons haven't arrived."
The Forbes Heated Pool was closed in May for upgrades to the building and facilities.
There will be a new entry and carpark as part of the planned works.
The project received $550,000 in Crown Lands grant funding, the council further resolved to apply for funding under the Stronger Country Communities program.
