Councillors at their September meeting heard the work had been "stifled" as a result of the restrictions on travel.
"The manager of capital works has been working hard to try and get tradespeople out," Council's director planning and growth Mathew Teale said.
"They've been working predominantly on the structural work - casting of piers, pouring of slabs.
"That has been slow because contractors came from away."
At the August meeting, councillors were also told that steel supply was an issue, and Cr Steve Karatiana asked again for an update at the September meeting. He asked whether there was a timeframe for completion.
Mr Teale said they hoped to see more progress soon but the timeframe remained "fluid".
"We've had COVID-safe plans put in place to allow those contractors to come in, things should start to work a lot quicker," he said.
"It is pretty fluid at this point depending what happens with the lockdowns, given that people are coming from away."
The heated pool - a community-built facility that has some 700 members from Forbes, Parkes and surrounds - was closed for upgrades in May this year.
At the time council indicated "works could extend through to the end of September" but they did promise to keep the community updated on timeframes.
Even at that early stage the volunteer committee that manages the pool was disappointed the works would see the pool closed through winter when the local Olympic pool isn't open.
