Mayor Miller was recognised for the many years of commitment to the community in which she resides.
"I am incredibly honoured to receive this award, especially since it is something I truly love doing," she said.
"I joined Council back in 1995 after the death of my son in a tragic vehicle accident.
"The community support I received during this time was incredible and I was so appreciative of the support and kindness our family received, I wanted a way to give back to the community in which I was a part of."
While it's not an easy role, Mayor Miller says she remains passionate about achieving the best for the community.
"With my fellow councillors, our brilliant GM Steve Loane and the wonderful dedicated staff, we at Council have achieved so many amazing things over the 25 years I have been with Council," she said.
"There have been so many proud moments throughout the years, being elected Mayor is high on the list.
"As well as in 2003 being elected President of the Shires Association of NSW. I was the first and only woman to be elected President in the 100 years of its existence.
"Receiving my OAM in 2007, for my contribution to local government and the natural environment, was also one of my proudest moments."
Mayor Miller would encourage all women to think about representing their community in local government.
"My advice to those wanting to take the challenge is to gain knowledge, ask questions, get training, and be persistent and patient," she said.
"Local Government is a slow-moving organisation, and with patience so many great things can be achieved."
Due to COVID-19 the Minister's Awards ceremony was unable to take place at Parliament House, the ceremony was however conducted live on YouTube.
